Ryan Tan
Founder & Chief Investment Officer
Ryan is the founder and Chief Investment Officer of The 23 Fund. He has over 25 years of investment experience.
Graduated as a Mechanical Engineer from Nanyang Technological University of Singapore, Ryan has worked with both OEM giants and major contract manufacturers such as Samsung, Sony, Nokia, Apple, Foxconn and Asus. This has allowed him to learn about full electronics products life cycle manufacturing hands-on from semiconductors to end products.
While helping Singapore listed companies to expand their global footprint, his industry development work at Enterprise Singapore includes enhancing Singapore companies manufacturing capabilities and finding overseas opportunities. He visited global design houses, including having the privilege of working with Apple’s chief mechanical designer who helped design the first iPhone. Through such exposure, he added design, branding, metal and plastic processing industry knowledge to his electronics and semiconductor experience.
Leveraging on his industry experience and passion for investment since his college days, Ryan embarked on his investment career. Through helping clients managed their funds in full discretionary global multi-assets portfolios, he achieved an average compounded return of 27.6%* per annum for the past 7 years for assets under his care.
*Performance results from September 2017 to December 2024 indicate the average returns obtained by the Portfolio Manager’s previous investment of client accounts with similar strategy.
Joanna Boo
Director
Joanna is the Chief Operating Officer and Partner at Swiss-Asia Financial Services. With over 15 years of experience in fintech, fund management, and financial services, she is known for her expertise in operational excellence and strategic risk management. Before joining Swiss-Asia, Joanna held key leadership positions, including Executive Director and Chief Operating Officer at AVM Capital, where she significantly boosted the firm’s assets under management. She also played a foundational role at ADDX, the world’s first regulated platform for digitized securities.
Her career also includes governance roles with the Cayman Islands Monetary Authority, and she holds licenses with the Monetary Authority of Singapore and the National Futures Association in the U.S. A Chartered Accountant, Joanna is recognized for optimizing operational efficiency while upholding high standards of integrity and risk management. In her current role, she continues to drive operational innovation at Swiss-Asia. Joanna sits on the board of directors of a large panel of hedge funds, including the 23 Fund VCC.
Yek Boon Seng
Director
As a Director of The 23 Fund VCC, Boon Seng oversees the overall advancement of the Fund.
Boon Seng had over 25 years of extensive corporate experience, including more than 15 years in key leadership roles.
During his tenure as the Chief Executive Officer of E-Bridge Pre-School, Boon Seng led the senior management team of E-Bridge in the strategic development, management, and operations of over 28 E-Bridge pre-school centres in Singapore.
Prior to joining E-Bridge, he was the Chief Operating Officer of Sunshine Bakeries under the Auric Pacific Group, overseeing operations in Singapore and Malaysia. Before that, he was the Chief Executive Officer of Food Junctions Holdings, which had a network of 15 food courts across Singapore and Malaysia. His earlier career began with Arthur Andersen and nTan Corporate Advisory.
With a passion for giving back to the society, Boon Seng is actively involved in pro bono social work and had served as committee member of various charitable and social organisations.
Boon Seng gradudated from Nanyang Technological University of Singapore and holds a Bachelor of Accountancy from Nanyang Business School. He is also a Chartered Accountant of Singapore, ASEAN Chartered Professional Accountant and a member of the Institute of Singapore Chartered Accountants.
Regina Lee
Vice President, Research and Business Development
A Bachelor of Science graduate from National University of Singapore in Mathematics and Computer Programming, Regina received her MBA in Strategy from the University of Strathclyde, United Kingdom, in 2006.
Across her professional tenure, Regina has been involved with a broad array of industries including technology, medical and government administration. Having held key team leader positions with organisations such as Acer Computer Singapore and Duke-NUS Medical School, she has led teams and managed both Singapore and regional markets. During her tenure with International Enterprise Singapore (Singapore Trade Development Board), she spearheaded key branding research initiatives and marketing strategy for breaking into new territories. She was also instrumental as the project leader for the negotiation and management of a multiple global partner collaborative operations of computer hardware for the world’s first Youth Olympic Games in Singapore.
Regina spends her spare time on philanthropic endeavours as a board member of a global charity as well as writing for global brands such as Burberry, Davidoff and Yves Saint Laurent. Having worked and lived in Taiwan and United States, Regina has extensive experience in working with different countries across different cultures.
Dickson Chan
Analyst & Tactical Strategist
Dickson is the Analyst and Tactical Strategist of The 23 Fund. He has over a decade of experience in trading options and futures in the US market.
Prior to trading, Dickson held various Business Development and Market Intelligence roles in Nokia, where he conducted research to identify vertical market entries for expansion. He has a penchant for analytics, with prior experience in analysing data to identify economic conditions, market environment, trends and forecasting growth and decline of various industries.
Dickson holds a Bachelor of Science in Computing Science from Staffordshire Polytechnic (U.K). He then went on to obtain a Master of Science in Communication Software Management (Data communications and Networking software) from the University of Essex (U.K).
